Russia’s War in Ukraine: Institutional Resilience & Emergency Response

The Russian invasion of Ukraine continues to unfold since it escalated in February 2022. In response to the ongoing Ukraine invasion, Sayara International deployed our research network in Eastern Ukraine in April 2022.

The report for this study is aimed at the donor community. It provides actionable findings to inform interventions that aim to strengthen the resilience of the Ukrainian government and civil society organizations (CSOs). We also offer leads to improving emergency response – particularly relating to evacuations, displacement, and aid delivery in Eastern Ukraine.

This self-funded research involved interviews with public servants and elected representatives working for central and local administrations, as well as members of CSOs. Our fieldwork took place in Eastern Ukraine – Lviv, Dnipro, Pavlohrad, Pokrovsk, Kramatorsk, Sloviansk, Lysychansk, and Sieverodonetsk – between April 4-10, 2022. All Sayara’s work is based on a conflict-sensitive ‘Do No Harm’ approach.

  • Priorities and redeployment of aid for the most effective rapid assistance delivery.
  • Methods of coordination and training for local NGO and civil society networks.
  • Priorities to meet the needs of civilians in or evacuating dangerous areas. The needs of sick, disabled, and elderly populations who are still on the front line of Donbas are emphasized.

 

Our team has since conducted further fieldwork in Eastern Ukraine and prepared a report on the challenges and opportunities for humanitarian aid delivery in the government-controlled areas of the Donbas region. The goal is to support local actors to improve aid delivery.
